Utah Code §10-3-301 and §20A-9-203 Declaration of Candidacy Forms or Nomination Petition must be filed in person with the City Recorder at 2317 So. Spring Hollow Rd. Francis, Utah. Normal business hours for the Francis City Hall are 8:00 a.m. 4:30 p.m. Monday thru Thursday. Qualifications for a Municipal Candidate: Utah Code §10-3-301 Utah Code §20A-9-203 Registered voter in the municipality in which the individual is elected* Must have resided within the municipality for which the candidate is seeking office for the 12 consecutive months immediately before the date of the election. If the individual resides in a territory which was annexed into the municipality: must have resided within the annexed territory or the municipality the 12 consecutive months immediately before the date of the election.
